Are non-BCS bowls locked-in to supposed conference tie-ins? Please explain.?
It seems to me that attractive match-ups exist between teams that will just miss getting into the BCS. For example, Boise St. vs. Nebraska or Michigan State vs Oklahama St etc. Yet, we don't often get to see #10 vs #11 etc., which I think would make great games.
Yes, there are. The Gator Bowl for example matches Big 10 #4 vs. SEC #6. Those numbers do not refer to the order of finish, but rather the selection order the bowl has for teams in those conferences. (Ex. Big 10 #1 goes to the Rose Bowl. #2 is picked by the Capital One, #3 is picked by the Outback, #5 is picked by the Insight...etc.)
If a conference does not have enough bowl-eligible teams, the bowl can pick from the other bowl-eligible teams.
