Would it be possible to change out the guts on my electrical box?
Hello, I just found to my horror that three of the four electrical boxes in my house (don't ask) are the old Federal Pacific Electric Stab-Lok type. I have been told that these boxes are a terrible fire hazard as both the boxes and breakers are ill designed and do not function properly.
My question is, these boxes are set into reinforced concrete, and chopping them out would take time and money I just don't have. Would it be possible to hire an electrician to swap out the busses and bars for another brand and retrofit it to use a safer type of breaker like GE?

Please note that getting rid of the boxes is the last thing I want to do, because they are set into the meanest, most intractable "cemento armado" concrete you have ever seen. Believe me. A brand-new Tapcon drill bit will snap off in this stuff. The only thing that works is carbide-tipped, high-quality drill bits, and they only work for at most 5 holes. Chopping it open will take a crew of monsters.

I work in the electrical department at my local Home Depot and I wanted to talk to you about your electrical box.
The Federal Pacific breakers have been discussed and talked about in losing their UL license due to them not being able to trip in time when detecting an arc or surge of power running through them, causing home fires. To my knowledge, I have only seen this discussion come up with inspectors and some electricians, but not anything specifically saying you can or cannot still use them.
I read through an old Yahoo! Answers question regarding this and it is an option to change out the components in your electrical panel, but usually it's only if any alterations are done with the panel per se. Below is the link to it....

On the last page, he gives a great quote that may help you in your understanding of replacement of your breakers.
"How can you tell if your FPE panel breakers and boxes are a concern? If you have not had a problem with your equipment in the last, then you are probably okay. If you want to be sure your panel is safe, you should consult with a qualified electrician. He or she can remove the breakers from the panel box and check the contacts with the buss bar. If the contacts are clean, and show no signs of overheating or arcing, the components are probably okay."
The last quote is definitely something to consider first. In terms of retrofitting, it would be easier to make the electrican make a call on whether or not your box needs to be upgraded upon a closer inspection. It may take money, but it is the best way to ascertain whether you want to go farther with the project or not.
